Correspondence is an area where the need for agency judgement is once again identified. The principle for all jurisdictions is that correspondence should not be allowed to accumulate during the caretaker period. For practical reasons, mainly that ministers are usually busy or travelling for the campaign, there is general agreement they should only sign necessary correspondence. Agencies need to exercise judgement on whether it is to be signed by the minister, CEO or another departmental officer.
