The Rudd Government released the report of the Australian Citizenship Test Review Committee, Moving Forward…Improving Pathways to Citizenship, and the government response to that report after this article was written (see <http://www.citizenshiptestreview.gov.au/index.htm>). Kim Rubenstein was a member of the committee. When the government releases the new citizenship test and the pathways to taking the test as a result of its response to the report, we will then be able to consider how well the changes deal with the issues raised in this paper.
