^[3] In 1969 district administration ceased to be a separate department and became a Division within the Department of the Administrator. (The abbreviation DDA is used here for both.)

^[4] Before district administration became a division with the Administrator’s Department there appears to have been occasional tension between the department (and the PEC) and DDA. During the 1966-1968 campaign DDA provided both the chairman and the executive member of the PEC.
